The quick answer to this is YES. High-end Blu-ray players have superior quality video processing when it comes to handling HD images and especially when it comes to up-scaling standard DVD video. High-end models tend to have cutting edge video technology that are dedicated to producing the best possible images.
However, the average home theater owner might not notice any difference in picture quality when comparing high-end Blu-ray players to lower-end players. This is because most modern Blu-ray players, even the bargain entry-level players, will produce the same high-quality video playback on all Blu-ray discs. Unless you have a giant projector screen or an extremely large HDTV screen. If that is the case, then you will notice differences in image quality. With very large display screens, you require more video processing power to produce a clear HD image. Therefore, you will see some difference in picture quality between the high-end models and the lower-end models on larger screens.
